During our class, we learned that Nepal has a number of laws and policies dealing with water quality. But these laws and policies appear to be scattered, uncoordinated and lacking in many essential elements. Does Nepal or do other developing nations need a comprehensive organic law to insure water quality? What are the potential benefits of such a law? The drawbacks? The US Clean Water Act may provide an initial model. See http://www.epa.gov/lawsregs/laws/cwa.html (accessed September 23, 2011). How would such a statute be formulated? Who would do it? Which organizations are working these policies now? Would it be possible/desirable to team up with them? How could support be built for passage of a comprehensive CWA? How do we fund the drafting and lobbying effort? How do we fund the implementation of the law should it pass? What should be the relationship between our NGO and partners with government agencies and international banks? How do we get started?
My suggestion is that we develop a proposal for doing this work and shop it around to funders. Who would like to work on this project?
